In the past decade portfolio investment across international borders has become more and more important, reflecting the opening of financial markets, financial innovation, and the changing behavior of investors. The Coordinated Portfolio Investment Survey (CPIS), first conducted for year-end 1997 in 29 economies, is intended to improve statistics on cross-border holdings of portfolio investment assets--capturing the holdings of most of the major investing countries and the geographic distribution of their holdings, thereby contributing to a better understanding and measurement of capital flows. The information will also help to identify the country of residence of the counterparty issuer of the securities. Since the 1997 CPIS, the international importance of securities markets has continued to grow, and the need for better statistics has become more urgent. This new edition of the Coordinated Portfolio Investment Survey Guide, prepared under the aegis of an international task force, reviews the first survey and offers guidance, instructions, and model instruments for conducting the second CPIS, undertaken in 2002 in the original participating economies plus about 35 additional economies, with end-December 2001 as the reference date.
