The absorption capacity concept is undertaken in three major dimensions; namely, macroeconomic, administrative and financial. Relating to this objective, an analytical approach is proposed utilizing the data envelopment analysis. The method is implemented on the NUTS II regions in Turkey that have already enjoyed.
